The Missouri Department of Mental Health (DMH), established as a cabinet-level state agency in 1974, is dedicated to three primary missions: preventing mental disorders, developmental disabilities, substance abuse, and compulsive gambling; providing treatment, habilitation, and rehabilitation for Missourians with these conditions; and enhancing public understanding and attitudes towards these issues. Operating within a multi-facility environment, the DMH runs seven statewide facilities offering inpatient psychiatric care for adults and children, sex offender rehabilitation, and treatment services, supported by approximately 4,500 full-time and part-time staff members.

To meet the DMH’s needs for automated staff scheduling and Time & Attendance, Care Systems implemented two modules of its CareWare suite: CareStaffer and CareTime. In 2014, CareWare was successfully launched across the Missouri DMH, leading to a three-year contract extension. The implementation of CareWare revolutionized the DMH’s operations by eliminating manual staff scheduling processes, automating payroll, minimizing paycheck errors, and reducing absenteeism. Additionally, Care Systems addressed several business requirements beyond the original RFP, such as automating the DMH-13 exception form, which eliminated the need for paper across all seven facilities. They also created a data repository within CareWare, allowing managers to access historical punch records. Demonstrating CareWare’s integration capabilities, Care Systems developed an outbound HR interface and an inbound payroll interface with Missouri’s SAM II system, which manages various administrative functions, including HR and payroll, for all state departments and agencies.
